WHY THE CAT REFUSES TO BE RE BELLED ?

Who will bell the cat ? who will bell the cat ?

    we go on asking this question…..  and I always (sometimes?) smell a rat !

Who will bell the cat ? must be a question  first asked by a bureaucrat ?

             ….why do they ask this question…..dont do anything after that ?

            …we sure must have…long ago..as the cat is now quite FAT……
